（中央社記者黃麗芸台北19日電）校園服務勞保爭議，建中遭罰。建中校長徐建國今天受訪表示，校方未接獲學生反映或相關公文，不得而知，但希望主管機關給予正確回答，讓學校有個依循方向；教育局說，未接獲相關陳情，還無法立即評斷。

媒體報導指出，台北市建國中學3月招募10名學生任「科學班甄選考生服務人員」，3月12日早上9時到下午6時協助維持環境清潔，可獲新台幣1000元工讀費或10小時愛校服務時數；有學生向台北市勞動局檢舉，指報酬低於基本工資且校方未投保勞保。最後勞保局認定違法，裁罰建中4倍保費。
徐建國受訪表示，首先要澄清，考生服務和愛校服務是兩回事，性質不同。
另外，關於報載有學生檢舉從事考生服務卻未投保爭議，校方並不清楚此事，因為並無學生或家長向校方反映過，所以學校也未曾向台北市教育局或是台北市勞動局等相關主管機關去函請示疑義，當然更未曾收到相關單位公文。
徐建國說，詢問過校內教師及行政人員，均無人收到主管機關相關公文，不得而知是否真有此事，但不論有無，這項爭議，以校方立場來說確實值得探討。
同時，各校7月之後仍會舉辦各種考試，都需學生來協助考生服務工作，每個學校都會遇到相同爭議問題，也希望能用此案例來討論，不論考生服務事後是給予學生工讀費用或是抵服務學習時數，關於是否要投勞健保一事，必須有相關單位來給予正確回答，也希望請教育行政相關單位重視或是跨部會研商，給予學校依循方向。
徐建國提到，若投保須扣除學生工讀費用部分，由於相關規定不可使用公帑於個人受益，且還有其他監考老師及工作人員部分，是否一併納入投保？但學生原本即有平安保險、教師也有公務人員保險或勞保等，希望主管機關能有明確、務實做法。
台北市教育局表示，本案尚待查處，建中尚未接獲勞保局公文，教育局也未接獲相關陳情，所以尚未能進行評斷，但此案若屬愛校服務性質，就屬於服務課程活動，有其教育性公益性者，已有國教署公文要求幫學生投保意外險。1050619
